Joint Educational Services in Special Education (JESSE) is a Special Education Cooperative in North Central Indiana comprised of the Argos, Culver, John Glenn, Knox, North Judson - San Pierre, Oregon-Davis, Plymouth, Triton, and Union-North school corporations.  JESSE was originally organized as an Interlocal Cooperative in 1975, and was reorganized as a Joint Service and Supply Fund Cooperative on July 1, 2012.  The Plymouth Community School Corporation serves as the Administering Corporation for JESSE and acts as the administrative and fiscal agent for the co-op.  Special Education classroom staff are now employed by the individual corporations.  There remain several services that are provided by the co-op that are not feasible for the corporations to provide individually.  These services include administration, psychological services, transition programming, therapy services, counseling, child count, coordination of special education services, alternative classrooms, IEP support, professional development, and compliance monitoring.

JESSE is governed by a nine member Board of Managers - the nine Superintendents.  There are approximately 70 special education classes and resource programs in over 30 area schools throughout the cooperative.  The student base population for the cooperative school corporations is approximately 14,000.  The co-op serves over 1,750 students with disabilities.
